Birth Certificate for Election Identification

Obtaining your birth record to apply for an Election Identification Certificate (EIC) from the Texas Department of Public Safety is easy and free. 

The birth record will be marked "For Election Identification Purposes Only," can only be used to obtain an EIC, and can only be issued once during an individual's lifetime. Only the person seeking an EIC can obtain a birth certificate under this fee waiver. 

The fee waiver does not apply to nor change any other requirements to obtain other types of birth records.

To qualify for the fee waiver, the individual must appear in person at the Vital Statistics central office in Austin, a local registrar, or a county clerk.

To request an EIC birth record, you must:

  1. Visit a local office or the Vital Statistics central office during business hours.
  2. Complete and sign the EIC Application for Election Identification , with no cross outs, no white out, and no correction tape.
  3. Present acceptable identification . (See available options in Group B and Group C if you do not have a valid primary ID from Group A.)

Once you have your election identification birth record, you can use it to obtain your EIC from the Texas Department of Public Safety .
