Texas Health Steps (THSteps) providers must include the newborn screen as part of the required 2-week checkup; therefore, it is not a separate billable service. When an infant presents in the clinic for their 2-week checkup, the provider should perform the newborn screen regardless of Medicaid number assignment*. For all Medicaid-eligible infants, collect the newborn screen specimen using the Medicaid/CHIP/Uninsured (NBS 3) collection kit, which DSHS provides free of charge to the provider.
If a provider misses the second newborn screen at the 2-week checkup, needs to repeat the screen, or needs to collect a third newborn screen for follow-up, the provider must schedule and perform the newborn screen as soon as possible. Providers must not refer clients to the delivery hospital, local health department, or another provider for this service.
The newborn screen or capillary blood collection is not eligible for separate reimbursement. For detailed guidance on follow-up and acute care visits, providers should refer to Subsection 4.3.9, Follow-Up Visits, in the Children’s Services Handbook of the Texas Medicaid Provider Procedures Manual (TMPPM). *NOTE- Under HB 3940 from the 89th Legislative Session, if a newborn child of a Medicaid recipient has not yet been assigned a Medicaid identification number, the provider may accept and use the mother's Medicaid ID on any claim for reimbursement under the Medicaid program. This provision helps ensure that newborns have timely access to covered services while enrollment processing is complete.
