Health Professions Workforce Coordinating Council

The Health Professions Workforce Coordinating Council (HPWCC) was established in 2025 through House Bill 3801, 89th Legislature, Regular Session, which added Texas Health and Safety Code, Chapter 104A. The HPWCC consists of at least nineteen members. Fifteen state agencies and licensing boards appoint at least one ex-officio member, and four members are appointed by the governor.

The purpose of the HPWCC is to study and develop a strategic approach for ensuring a thriving health care system and health professions workforce in Texas.

The HPWCC’s duties include:

  • Compiling data and information regarding the health professions workforce from each state agency represented on the council
  • Preparing a health professions strategic plan to be published on the council’s website by October 1 of every even-numbered year
  • Establishing a workgroup to examine the health professions and health care education programs that provide a gateway into the health professions

The HPWCC provides guidance on the work of DSHS’ Health Professions Resource Center and the Texas Center for Nursing Workforce Studies.

The HPWCC will establish a Nursing Advisory Committee by December 1, 2026. The Nursing Advisory Committee will be responsible for reviewing policies governing data collection and reports related to the nursing profession, develop priorities and an operations plan for the nursing resource section, and review reports and information before dissemination.
