Advisory Committees
Advisory committees provide valuable input regarding programs, policies, and rules as the agency seeks to become more responsive and effective in addressing needs. DSHS works together with advisory committees to ensure that Texans have access to effective public health services and that all Texans live and work in safe, healthy communities. Advisory committees may be called committees, councils, boards, or task forces.

Frequently Asked Questions
Are advisory committee meetings open to the public?
In most instances, advisory committee meetings are open to the public and subject to the Open Meetings Act ( Government Code, Chapter 551). Some advisory committees hold closed sessions to discuss cases or activities of a confidential nature. Open meeting notices are posted on the Secretary of State's website. You may also find advisory committee meeting dates, times, and locations (or links) by viewing the opening meetings schedule. You can sign up to receive notifications about open meetings as well.
Are advisory committee meetings broadcast live?
HB 630, 85th Legislature, Regular Session, 2017, directs each health and human services agency to broadcast live video and audio of open meetings and to provide access to archived video and audio of meetings on the agency's website by 2023.
Using the Microsoft Teams platform, all DSHS advisory committees are broadcasting open meetings, and you can view the scheduled Live and Archived Webcast Meetings. The public may also join any open meeting by telephone in person or remotely with the phone number and location provided in the meeting notice.
How can I provide feedback to an advisory committee?
You can make a public comment at an advisory committee meeting. There is time on the agenda for public comment at each open meeting. Please note there may be a time limit for comments. Instructions for public comment will be provided before the meeting or by contacting the point of contact named on the posted meeting agenda 72 hours before the meeting as required by law. Some committees also provide opportunities for written comment. Check with the meeting contact listed online for more information.
How do I apply for membership on an advisory committee?
There are more than 25 advisory committees that provide advice on agency rules, policies, and programs. Member appointments are made by the DSHS Commissioner, the Health and Human Services (HHS) Executive Commissioner, the Governor, or other legislative officers and vary by committee. Current Advisory Committee Openings
The Texas Department of State Health Services (DSHS) is currently accepting new-member applications to the State Child Fatality Review Team (SCFRT) Committee for the following positions:
- A Police Chief,
- a Justice of the Peace (JP),
- a Sheriff, and
- a Chief Juvenile Probation Officer
Members will serve a term of three years.
Applications are due by 11:59 p.m. (CT) on July 8, 2024.

About the State Child Fatality Review Team Committee
The DSHS Injury Prevention Unit facilitates the SCFRT Committee to provide recommendations related to legislation, public education, and strengthening systems.
The SCFRT Committee appoints committee members that represent the diversity of all Texans. For that reason, the Committee considers applicants' ethnicity, gender, and geographic location. DSHS does not discriminate against applicants and members of DSHS advisory committees on the basis of race, color, national origin, disability, religion, age, or sex.
DSHS will notify applicants by August 28, 2024 if they have been selected.

Members Sought for the Newborn Screening Advisory Committee
If you have an interest in newborn screening and the statewide newborn screening program, please consider applying for membership to the Newborn Screening Advisory Committee (committee). We are accepting new member applications for the following position(s):
Person with sickle cell disease or trait or with a family member affected by a condition Applicants:
- Person with a family member affected by a condition for which newborn screening is or may be required; and
- Person with sickle cell disease or trait or a person who has a family member with sickle cell disease or trait.
Professional Applicants:
- Physician licensed to practice medicine in Texas,
- Physician specializing in neonatal-perinatal medicine who is licensed to practice medicine in Texas,
- Hospital representative,
- Health care provider involved in the delivery of newborn screening services, follow-up, or treatment in Texas, and
- Health care provider involved in the delivery of services, follow-up, or treatment of people with sickle cell disease or trait in Texas.
About the Newborn Screening Advisory Committee
The committee advises the Texas Department of State Health Services (DSHS) regarding strategic planning, policy, rules, and services related to newborn screening and reviews the necessity of requiring additional newborn screening tests.
Members must regularly participate in meetings and may be asked to participate in subcommittee meetings, projects, and presentations. DSHS will host NBSAC meetings in Austin at least three times a year or at the call of the presiding officer. These meetings may be held through video conference call. Members may receive travel expense reimbursement to participate on the committee to the extent permitted by the current state budget and Texas Health and Human Services Commission Travel Policy.
The DSHS Commissioner will appoint committee members to serve a three-year term or complete the term of a current vacancy. Terms may be shortened or lengthened in compliance with statute.
