Hospital Licensing and Regulation

Thank you for visiting the Hospital Licensing and Regulation webpage. The Department of State Health Services maintains this webpage, but pursuant to Senate Bill 200, regulatory authority over Hospital Licensing and Regulation has transferred to the Health and Human Services Commission. (HHSC) as of September 1, 2017.

The Texas Hospital Licensing Law for General and Special Hospitals was first enacted in 1989 by the 71st Legislature. The Private Mental Hospitals and Other Mental Health Facilities Act was first enacted in 1991 by the 72nd Legislature. The Department develops rules that establish minimum standards for hospital licensing procedures; for granting, denying, suspending, and revoking a license; for licensing fees; for operation; and for requirements concerning design and construction.

The Architectural Review Group is responsible for conducting plan reviews and construction inspections of new and existing hospitals.
